國泰金控自2017年舉辦氣候變遷論壇以來,每年邀請國內外重量級意見領袖及產官學專家,共同探討永續與氣候變遷的重要趨勢與實務,2020年參與之上市櫃公司已佔台灣總市值70%、台灣總碳排40%。
「2021年國泰永續金融暨氣候變遷高峰論壇」以線上直播方式進行,論壇上午場主題為永續金融,聚焦企業資訊揭露之重要國際趨勢,及企業如何彰顯永續與企業使命(Corporate Purpose)。下午場主題為氣候變遷,隨著淨零成為全球共識,我們將透過分享台灣在淨零碳排路徑的挑戰與策略,帶領與會者借鏡先驅、掌握實務。

The pace of climate change has quickened recently. It's having a significant impact and has caused significant damage in locations throughout the world, making it imperative that we speed up action to combat climate change. The 26th UN Climate Change Conference (COP26) has made the role of finance a key theme in the hope of mobilizing financial power to spur a more rapid transition to a global net-zero carbon emissions economy.
We not only aspire to do good ourselves, but also to inspire others to do so as well.
Since Cathay Financial Holdings began organizing climate change forums in 2017, each year we have invited renowned foreign and local opinion leaders, and experts from industry, government, and academia to jointly explore important trends and practices in sustainability and climate change action. In 2020, the listed companies who participated accounted for 70% of Taiwan's stock market value, and 40% of its total carbon emissions.
The 2021 Cathay Sustainable Finance and Climate Change Summit will be conducted online. The theme of the morning session will be sustainable finance. The focus will be on the important international trends revealed by business data, and how companies can fulfill their sustainability goals and corporate purpose. The afternoon session's theme will be climate change. In view of the global consensus on the need to achieve net-zero emissions, we will guide participants in learning from pioneers and understanding best practices by sharing Taiwan's challenges and strategies on its own path to net-zero carbon emissions.
We believe that when more Taiwanese enterprises join in to implement needed change and fulfill their corporate purpose, it will reinforce collective influence and build momentum for sustainability. Besides using speeches and interdisciplinary dialog to analyze action plans for Taiwanese enterprises, we're calling for more businesses to focus on a sustainable mission and actually take aggressive action. Cathay Financial Holdings and its subsidiaries hope to invite more businesses to join the effort by placing greater stress on ESG and responding to climate change, doing their part to ease the global climate crisis.

This forum is jointly organized with the Taiwan Stock Exchange Corporation. Mr. Chang-Ken Lee is the President of Cathay Financial Holdings. He is the Director of Cathay Financial Holdings、Cathay United Bank、Cathay Securities and Cathay SITE. Mr. Lee joined Cathay Group in Oct 1986 and served in different roles, including Chief Strategy Officer, Executive Vice President, and Head of Economic Research Division at Cathay Financial Holdings.
Mr. Lee is also the Chairman of Financial Planning Association of Taiwan, the director of JCIC , and the Executive director of the Bankers Association of the Republic of China.
胡處長負責金管會整體政策方案之規劃,包含金融科技發展路徑圖、綠色金融行動方案、金融包容性等,同時協助整合該會施政計畫、風險管理等措施。
她曾任職證期局及銀行局,事蹟包含推動2013年公司治理藍圖、企業社會責任報告書及期貨信託基金等。她在美國取得杜克大學國際發展政策及南加州大學公共行政二碩士,於86年進入公職。
DG Hu is responsible for the overall policy planning of the FSC, including the Fintech Development Roadmap, Green Finance Action Plan, Financial Inclusion, etc.. She also assists in the integration of policy implementation plan, risk management and other measures.
Before that role, she served in the Securities and Futures Bureau and the Banking Bureau. Her deeds include promoting the 2013 Corporate Governance Blueprint, CSR reporting and futures trust funds. She obtained two master's degrees in public administration from Duke University and University of Southern California in the United States, and entered public office in 1986.
程淑芬小姐為國泰金控投資長,參與投資、經營策略、責任投資政策規劃及執行。程淑芬小姐亦擔任亞洲投資人氣候變遷聯盟(AIGCC)主席,積極推動企業永續及責任投資之作為受國際肯定,獲選為2019 Asia’s Top Sustainability Superwomen 及 2021 Global Top 50 Women in Investment Management。
程淑芬小姐具備近三十年資本市場經驗,致力推動金融市場改革,受國際投資人及政府重視,目前也擔任行政院政務顧問及國家發展委員會諮詢委員等職務,並任教於國立臺灣大學。
Sophia Cheng is the Chief Investment Officer of Cathay Financial Holdings and Chair of Asia Investor Group on Climate Change (AIGCC). She also teaches in National Taiwan University. Sophia has near 30 years of experience in research and investment with the last position being the Chairman of Merrill Lynch Taiwan.
Sophia is highly regarded by the government and has been appointed as Government Affairs Consultant of Executive Yuan and Advisory Committee Member of National Development Council. She has also been actively promoting Sustainability, ESG investing and corporate engagement. Sophia was selected as 2019 Asia’s Top Sustainability Superwomen and 2021 Global Top 50 Women in Investment Management.

簡立忠先生為政大財政所碩士,過去曾任財團法人證券投資人及期貨交易人保護中心總經理。投入證券市場逾30年,資歷完整且豐富,對於發行市場推動與管理、交易制度之變革規劃、證券商業務、公司治理、市場監理及投資人權益保障等方面均相當熟稔。
Mr. Lih-Chung Chien is President of the Taiwan Stock Exchange Corporation (TWSE). Mr. Chien is also Director of the Taipei Exchange and Managing Director of the Accounting Research and Development Foundation.
His career in the Taiwan capital market has spanned 30 years. Before assuming his current position, Mr. Chien was Senior Executive Vice President and Spokesman for TWSE, 2011-2018, when he played a key role in overseeing domestic and foreign listings and promoting corporate governance. Prior to that, Mr. Chien served as President of the Securities and Futures Investors Protection Center, 2010-2011.
Mr. Chien holds a Master’s Degree in Public Finance from the National Chengchi University.

Dr. Wu has previously held important positions such as President of the Chung-Hua Institution for Economic Research, Administrator at the Taiwan Economics Association, Chairman of Directors of Board at the Chung-Hua Association for Financial and Economic Strategies, Head Economist at CTBC Bank, Committee Member on the Presidential Office's Finance and Economics Advisory Committee, and Dean of the College of Management at National Dong Hwa University. His areas of expertise include monetary economics, international finance, and economic forecasting.
Robert G. Eccles is a leading authority on corporate purpose and the integration of environmental, social, and governance (ESG) factors in resource allocation decisions by companies and investors. He is also the world’s foremost academic expert on integrated reporting.
Currently Eccles is a Visiting Professor of Management Practice at the Said Business School, University of Oxford where he is engaged in a number of research projects focused on corporate purpose, corporate reporting, engagement and stewardship, and private equity. Eccles has been a Visiting Lecturer at the Massachusetts Institute of Technology, Sloan School of Management and was a Berkeley Social Impact Fellow at the Haas School of Business, University of California Berkeley. He was a Professor at Harvard Business School and received tenure in 1989.
Eccles is an Eminent Academic Advisor to BCG on Global ESG Integration and Reporting. He is also an advisor to the non-profit Impact Management Project and Corporate Accountability Project. He was the founding Chairman of the Sustainability Accounting Standards Board, and was one of the founders of the International Integrated Reporting Council. In 2011, Dr. Eccles was selected as one of the Top 100 Thought Leaders in Trustworthy Business Behavior – 2012 for his extensive, positive contribution to building trust in business. In 2013, he was named the first non-accountant Honorary Fellow of the Association of Chartered Certified Accountants (ACCA), one of only nine since 1999. In 2018 he was named by Barron’s as one of the top 20 influencers in ESG investing and cited for being an “ESG research trailblazer.” Also, in 2018 he received “The CSR Lifetime Achievement Award” at
“The 8th International Conference on Sustainability & Responsibility” in Cologne, Germany.
Dr. Eccles received an S.B. in Mathematics and an S.B. in Humanities and Science from the Massachusetts Institute of Technology and an A.M. and Ph.D. in Sociology from Harvard University. He currently resides in Lexington, MA with his wife Anne Laurin Eccles and their two dogs Basil and Rowan. They have four children (Charlotte, Philippa, Isabelle, and Gordon) and nine grandchildren (Scout, Russell, Thomas, Thora, Frederick, Dashiell, Philip, Maple, and Celeste). His main outside activity is weightlifting where he is quite good at the dead lift (achieved his personal goal of 400 pounds with a 410 lift on December 28, 2020), credible at the squat, and pathetic at the bench press.
Sacha Sadan is the newly created Director of ESG at the FCA (Financial Conduct Authority). Facilitating the UK financial regulator to embed ESG across the wide spectrum of regulatory activities and reporting to the CEO. Previously Sacha was Director of Investment Stewardship (10 years) and on the board at LGIM, one of the world’s largest asset managers.
Sacha had responsibility for investment stewardship, including environmental, social and governance (ESG) areas, collaborating with other investors as well as governments and regulators. He was recognised in the Financial Times as one of ‘the 30 most influential people in the City of London’. Sacha was previously a UK equity manager at Gartmore where he co-managed a range of UK equity hedge, retail and institutional funds.
He was voted the top-rated Pan European fund manager in the Thomson Reuters Extel awards. He started his career at Universities Superannuation Scheme (USS) pension fund. Sacha is a Fellow of ICSA and a founding member of the UK Investor Forum and was a member of their board for 6 years.
Rebecca is the CEO of IGCC and AIGCC, based in Sydney, bringing over 20 years’ experience in climate change, sustainability and investment banking to the role.
Rebecca is responsible for developing and delivering the strategy and implementation across AIGCC and IGCC, covering investor practice and policy advocacy. She is a member of the global Steering Committee for the Climate Action 100+ and the Investor Agenda. She joined IGCC in 2012 as Director of Investor Initiatives, before moving to Executive Director of AIGCC in 2016. Rebecca became CEO of both organisations in June 2021.
Rebecca has worked in Hong Kong, Europe and Australia in investment banking, working in equity research, credit analysis, commodities and derivatives for groups such as Nomura Securities, BlackRock, Exxon Mobil and JPMorgan. Involvement in early corporate sustainability programs in many of her roles was the catalyst to move into the nascent sustainable finance and investment field in Asia where she led ASrIA (Assoc. for Sustainable and Responsible Investment in Asia) in Hong Kong.
She is also a board member of The Orangutan Project that works on direct orangutan and habitat conservation in Indonesia. Rebecca has a BA (Asian Studies/Commerce), Dip.Business Administration and speaks conversational Japanese, French and Czech.

許晃雄為中研院人為氣候變遷中心執行長,研究重點為鏈結自然氣候變異與人為氣候變遷,以及推估人為全球暖化下的未來氣候變遷。
他推動環境變遷研究中心的台灣地球系統模式發展,利用該模式參與國際的耦合模式比對計畫(CMIP6),提供長期氣候模擬與推估資料給國際氣候變遷研究社群,作為IPCC撰寫第六份氣變遷評估報告的科學依據。他也推動跨全球–城市尺度的無縫隙氣候–天氣模擬系統的發展,讓國內有能力推估人為暖化對全球與台灣的劇烈天氣與氣候的衝擊。
Huang-Hsiung Hsu is the Chief Executive Officer of Academia Sinica's Anthropogenic Climate Change Center. His research focus is on links between natural climate variation and anthropogenic climate change, and forecasting future climate change from anthropogenic global warming.
He is a proponent of the Research Center for Environmental Change's Taiwan Earth System Model, using this model when he participated in Coupled Model Intercomparison Project Phase 6 (CMIP6). He has provided long-term climate simulation and forecast data to the international climate change research community that served as a scientific basis for the IPCC's Sixth Assessment Report. He also promotes the development of a seamless climate/weather simulation system that spans global and city scales, enabling a domestic capability to forecast the impact of anthropogenic warming on extreme weather and the climate both worldwide and in Taiwan.
蔡玲儀主任畢業於國立臺灣大學公共衛生學系、環境工程研究所,並於國立臺北科技大學土木與防災所取得博士學位。1990年進入行政院環保署服務,擔任技正、科長、綜合計畫處副處長等職務;2014年至臺北市政府環境保護局擔任副局長,推動臺北能源之丘,為我國首座完工運轉垃圾掩埋場太陽光電設置案。2019年至行政院環保署環管處擔任處長,並於2021年兼氣候變遷辦公室主任,負責溫室氣體減量管理與氣候變遷調適相關工作。氣候變遷是全球共同面臨最大挑戰,目前主要工作包括推動溫室氣體減量與氣候變遷調適、溫室氣體減量及管理法修法、推動碳定價機制等。
Director Linyi Tsai holds an undergraduate degree in Public Health and a graduate degree in Environmental Engineering from National Taiwan University. She also has a Ph.D. from National Taipei University of Technology in Civil Engineering and Disaster Prevention. In 1990, she began working in the Executive Yuan's Environmental Protection Administration, serving as a Technical Specialist, Section Chief, and Deputy Director of the Department of Comprehensive Planning.
In 2014, she took the role of Deputy Director of the Department of Environmental Protection in the Taipei City Government, promoting the development of a photovoltaic power station, the first of its kind to be completed in Taiwan, at former landfill site. In 2019, she moved to the Department of Environmental Sanitation and Toxic Substances Management at the Environmental Protection Administration, to serve as Director. In 2021 she also took on the position of Director , Climate Change Office, Environmental Protection Administration, in charge of managing the reduction of greenhouse gases and work related to climate change adaptation. Climate change is the greatest challenge that world collectively faces, and at present her main work includes promoting reduction of greenhouse gases and adapting to climate change, legal reforms to facilitate greenhouse gas reduction and laws for managing it, and promoting mechanisms for pricing carbon emissions.
何麗梅女士為台積公司歐亞業務資深副總經理暨企業社會責任委員會主席,亦為企業社會責任執行委員會執行秘書。
何麗梅女士負責歐亞包含韓國、印度、中國、日本和台灣等地區的業務。何女士於1999年加入台積公司,自1999年至2003年擔任會計長;2003年至2019年期間,擔任財務長兼發言人。在加入台積公司以前,何麗梅女士即擁有豐富的財務經驗,曾於台灣多個跨國企業擔任會計與財務相關的職務。
何麗梅女士於1993年榮獲中華財金高階管理人協會頒發「傑出財務主持人」,並且於2007年至2010年間,由《金融亞洲》評選為台灣地區「最佳財務長」。2011年獲《機構投資人》評為「亞洲最佳財務長」。2018年《日本經濟新聞》也將何麗梅女士列為「亞洲科技業最具影響力的九位女性」名單之一。
何麗梅女士畢業於國立政治大學會計學系,其後並取得國立台灣大學商學碩士學位。
Lora Ho is the Senior Vice President of Europe & Asia Sales and the Chairperson of Corporate Social Responsibility Committee for TSMC. Ms. Ho also serves as the Executive Secretary of Corporate Social Responsibility Executive Committee.
Ms. Ho is responsible for supporting the needs of customers in regions including EMEA, Korea, India, China, Japan, and Taiwan.
Ms. Ho joined TSMC in 1999 and worked as Corporate Controller before serving as Chief Financial Officer and Spokesperson from 2003 to 2019. Prior to TSMC, Ms. Ho was employed in various accounting and finance positions at multinational companies in Taiwan.
Ms. Ho was awarded ""Outstanding Financial Executive"" for the year for 1993 by the Financial Executives Institute, the ""Best Companies' Best CFO"" of Taiwan from 2007-2010 by FinanceAsia, as well as the “Best CFO in Asia” in 2011 by Institutional Investor magazine. She was also named as one of “Nine of the Most Influential Women in Asian Tech” by Nikkei Asian Review magazine in 2018.
Ms. Ho received her MBA degree from National Taiwan University and a B.A. degree from National Cheng-chi University.

劉上旗先生致力推動企業永續,帶領國泰人壽成為亞洲首間自行遵循聯合國「永續保險原則(PSI)」、首批簽署證交所「機構投資人盡職治理守則」之壽險公司,更取得業界首張減碳標籤,帶動台灣企業共同重視ESG發展。
Mr. LIU, SHAN CHI is the president of Cathay Life Insurance. After joining Cathay Life, Mr. Liu gained much experience across different functions, including investment, real estate management, sales and multiple channels, and marketing planning. In 2012, Mr. Liu executed “AG2.0 Agents Upgrade Project”, which is a transformation project for business channels. The service quality and digital skills of Cathay Life’s agents have been strengthened on account of this project.
Mr. LIU, SHAN CHI is dedicated to corporate sustainability. He headed Cathay Life Insurance to be the first life insurance company in Asia complying with the United Nation’s “Principles for Sustainable Insurance”. Moreover, Cathay Life became the first insurer to sign “Taiwan Stewardship Principles for Institutional Investors”. This year, Cathay Life was the first life insurance company acquiring “Carbon Reduction Label” issued by The Environmental Protection Administration. Mr. Liu spares no efforts to lead companies to holistic ESG development.

Mr. Wang has dedicated himself to the steel industry, engaging in research and managing business operations for 40 years. He has long devoted his efforts to R&D for Taiwan's steel industry and to upgrading the industry. He has led the China Steel R&D team, continuing to shift toward development of high-quality, high value-added steel, aluminum, and special metal goods that address environmental concerns.
He has promoted an open R&D model, bringing together the capabilities of industry, government, and academia to establish a sound foundation for innovation in the steel industry, making him a classic example of someone who is making industry upgrades and advances in materials a reality. He has led investment in Sing Da Marine Structure Corporation and the building of a domestic underwater infrastructure supply chain, contributing greatly to the development of Taiwan's offshore power generation capacity.
黃坤元就讀成大研究所期間取得電機技師證照,1997年取得博士學位後,隔年進入正修科技大學就職,一路從助理教授、副教授到2005年取得正教授職位,專長領域為綠色能源發展及電力系統規劃,2021年辭去教授職位專心致力於國內綠能電力市場之發展,創立「綠電通」交易平台,為民間公司首度成立的綠電交易平台,並成立儲能交易代操中心參與台電輔助電力交易平台。
When Kun-Yuan Huang was doing graduate studies at National Cheng Kung University, he obtained his electrician's certification. The year after receiving his Ph.D. in 1997, he took a position at Cheng Shiu University, beginning as assistant professor, then becoming associate professor, and finally full professor in 2005.
His specialty is green energy development and the planning of electrical systems. In 2021, he resigned his professorship and focused on development of the domestic green energy market, establishing the Green Power trading platform. This was the first green energy trading platform established by a private sector company, and Huang also founded a power storage trading brokerage center to participate in Taiwan Power Company's Energy Trading Platform.
Jens Nielsen is the founder and CEO of World Climate Foundation, Managing Director of the Climate Investment Coalition and on the board of Art2030 and Climate Planet Foundation. Jens acted as Executive Vice President globally for Cision PR Newswire, managing over 1000 employees during the global roll-out to become the largest PR and communications company in the world. He acted as Industry Leader in the global utilities sector in PwC and worked in over 20 countries performing strategic work for large global companies.
Sam is Head of RE100 which brings together the world's most influential companies committed to 100% renewable power.
He has 20 years’ experience leading sustainability projects in the shipping, aviation, food, construction and NGO sectors.
Prior to joining RE100, Sam spearheaded Forum for the Future’s Sustainable Shipping Initiative, which recently won the Guardian Sustainable Business Award for innovative consultancy. While at FFtF Sam spent two years as an advisor for Air New Zealand, steering the development of a pioneering sustainability strategy that won them recognition as Eco-Airline of the Year in 2015.
He is currently non-executive director of the Ethical Consumer Research Association, and has a MSc in Pollution and Environmental Control from the University of Manchester and a BSc in Natural Environmental Science from Sheffield University.
Anne is CalPERS’ managing investment director for board governance & sustainability, responsible for strategic initiatives across the total fund where she is a member of the Investment Management Committee and reports to the CEO. Anne leads CalPERS’ Sustainable Investment Strategy, which focuses on long term value creation through the effective management of three forms of capital: financial, human, and natural.
Anne currently chairs the Steering Committee and Asia Advisory Group for Climate Action 100+, a global investor alliance of over $55 trillion which CalPERS convened and co-founded. She is a member of the California Governor's Climate Risk Disclosure Advisory Group and the Advisory Council of the Official Monetary and Financial Institutions Forum (OMFIF). Anne was recently appointed to the board of Ceres and is a lecturer in Sustainable and Impact Finance at the University of California, Berkeley, Haas Business School, and a visiting fellow at Oxford University, appointed by the Chancellor.
Anne is the coauthor of “The Financial Ecosystem: The Role of Finance in Achieving Sustainability” (Palgrave MacMillan 2019) with Satyajit Bose and Dong Guo; “Fair Shares: The Future of Shareholder Power and Responsibility” with Jonathan Charkham (Oxford University Press 1999) and “The Greening of Global Investment: How the Environment, Ethics, and Politics are Reshaping Strategies” (The Economist Publications 1991). She is an editorial board member of the journal Directors & Boards.
She sits on the strategy group for the UN Secretary General’s Global Investors for Sustainable Development, and steering committee for the UN Net Zero Asset Owner Alliance. Anne is a member of the Leadership Council at the Robert F. Kennedy Center for Justice and Human Rights.
Anne was recognized in 2019 by TIME Magazine as one of 15 women globally leading the fight on climate change and as one of the 100 Most Influential Women in US Finance by Barron’s in 2020. She is cited by the National Association of Corporate Directors as one of the 100 most influential leaders in the boardroom.
In roles prior to joining CalPERS, Anne served as the first executive director of the International Corporate Governance Network, and as the head of the World Bank-OECD Global Corporate Governance Forum. Previously she was Joint Managing Director of Pensions & Investment Research Consultants Ltd. Anne was formerly senior faculty fellow and lecturer at the Yale School of Management, where she taught with Ira Millstein on ‘The Role of the Corporation in Society’.
Anne read Philosophy, Politics and Economics at St Hilda’s College, Oxford University, where she was awarded a BA and MA, plus a Slater Fellowship at Wellesley College, Massachusetts.

The organizers of the 2021 Cathay Sustainable Finance and Climate Change Summit (hereafter, "the Event") may, for the purposes of conducting publicity, handling registration, performing communications (including provision of information about the Event's venue, service details, and notifications), producing QR Codes for online admission, compiling statistics and conducting research analysis, providing follow-up reports and other information about the Event as needed, fulfilling statutory obligations or contractual obligations, pursuing other objectives as allowed under the law, or attending to litigious or non-litigious or arbitration or other means of dispute resolution (hereafter referred to collectively as "collection purposes") may during the period when the aforementioned objectives are being pursued, the period when relevant laws and regulations apply, the retention period required by the conduct of operations, or the period to protect your related rights and interests (whichever is the latest shall apply), provide the Event Organizers, vendors commissioned by the Event Organizers in order to perform operations required for the aforementioned collection purposes or to collaboratively handle such operations (for example, CommonWealth Magazine), institutions (organizations) that are legally entitled (for example, the Taiwan Stock Exchange) and financial regulatory agencies, using automated machinery or non-automated means in domestic or overseas locations of the aforementioned materials to collect, process, use, and internationally transmit the family and given name you provide, occupational information (company, operating unit name, department, title, company contact information—including telephone number, e-mail), and personal contact information (including telephone number, e-mail).
